Arizona statute provides for an annual sale of tax liens by the County Treasurer, held in February (A.R.S. § 42-18112). What is sold is a lien certificate — not the property, and not title to it. Bidders bid the interest rate down from the statutory ceiling (A.R.S. § 42-18114).
